Mouttet Report: Could ferry have been chartered for less?


THE report of sole investigator Christian Mouttet into the procurement of the Cabo Star and Ocean Flower II vessels made no recommendations nor assigned any blame to any person in the ferry fiasco.
It compiled documentation and interviews relevant to the subject matter and pointed in the direction of areas where further consideration or investigation was required.
One of the issues the report examined was the departure of the Super-Fast Galicia. Mouttet noted that correspondence exchanged amongst the Ministry of Works and Transport (MOWT), PATT (Port Authority of Trinidad and Tobago) and ICSL (Intercontinental Shipping Ltd), during the period April 8, 2016 and May 12, 2016, all pointed to the existence of an agreement between the MOWT and ICSL to charter-hire the Galicia for an 18-month period effective from May 1 to expire on October 31, 2017.
He said there was a draft Cabinet Note prepared with this information.
