Stuart to take Moonilal to court for collusion to defraud T&T through contracts *

GOVERNMENT is “soon” heading to court with civil claims in which former housing minister, Dr Roodal Moonilal, is among those accused of bid-rigging and collusion to defraud the country through the awarding of contracts by the Estate Management and Business Development Company Ltd (EMBD).

The intended action against Moonilal was disclosed yesterday by Minister in the Office of the Attorney General and Ministry of Legal Affairs (AGLA), Stuart Young, who said a “cartel” operation during Moonilal's tenure as housing minister led to over $200 million being paid to five hand-picked contractors for work later found to be “worthless”.

Moonilal has been accused of “breach of fiduciary” duty and Young said the former minister had an obligation, via his oath as a minister, to protect the interests of the people of Trinidad and Tobago.
