ON August 19, the electricity in the community of Nettoville went for three hours. Two Saturdays before that, it had happened the same way, for about the same length of time. At intermittent intervals before and since then, there would be a power outage, sometimes for a few seconds, other times for a few minutes. Over the last few months this kind of occurrence has been happening with a frequency that was becoming more and more noticeable. When it occurs, more than 50 families in the community are affected. Nettoville is the housing community on the western extremity of Arima.
