A better education for children: how to do it *

In a letter to the editor published on November 6, Dr Patrick Quan Kep put forward several initiatives to improve the nation's schools. His main recommendations included (1) active participation of parents and the community; (2) staff cooperation and unity of purpose; and (3) effective/smart leadership.

These are all worthy goals but, as with most commenters, Dr Quan Kep did not indicate how these ends were to be achieved. The solution does not lie in moral exhortation, which seems to be the preferred approach in this place, but in economics—­specifically, incentives.
