Last Saturday, around half past one in the morning, someone in a passing pick-up threw a home-made bomb at a group of around a dozen Cubans, sleeping streetside outside the UN Development Programme building on Chancery Lane, not far from the Savannah in Port of Spain.
The pick-up drove once round the block, and threw another bomb.
One of the Cubans was badly burnt on his arms and legs. Another suffered hearing loss. The group scuttled for shelter.
