Accountant to chair procurement board*

...as President laments his Office is strapped for funding, resources

Moonilal Lalchan is the new Procurement Regulator and chairman of the Procurement Board.
Lalchan and nine other members of the board were sworn in yesterday during a ceremony at the Office of the President, St Ann’s.
Lalchan is a chartered accountant with over 25 years’ experience in procurement and contract management. He is also a former pre­sident of the Trinidad and Tobago Chamber of Commerce.
The members of the board are David Charlerie, Frederick Bowen, Dr Anthony Lamb, Robin Otway, Herdis Lee Chee, Lara Quentrall Thomas, Sandra Sammy, Nadine Bushell and Nikoli Edwards.
One other member is to be sworn in soon.
The appointment of the Procurement Board and establishment of the Office of Procurement Regulation (OPR) are prerequisites to implementation of the Public Procurement and Disposal of Public Property Act, which was passed three years ago.
