There are other proposals in the bill which mi bredren Vanus takes issue with. Two (sets) of them are those for a “Fourth Schedule” and for financing Tobago, which will be discussed in this column.
The bill places the Fourth Schedule outside of Tobago’s legislative authority, as stated in the following clause:
“The Tobago Legislature shall make laws for the peace order and good government of Tobago with respect to all matters save and except those which are set out in the Fourth Schedule hereto.”
Those matters fall under the purview of the Cabinet of Trinidad and Tobago and the Government of Trinidad, as stated in Section 11.
