‘Policy breaches and misbehaviour’?*

Questions raised: Deodat Dulalchan


IN return for his “assistance” to the Commissioner of State Lands (COSL), Deodat Dulalchan was given written permission (by the COSL) to enter a two-acre parcel of State land in Felicity, displacing four farmers in the process.

This is what Agriculture, Lands and Fisheries Minister Clarence Rambharat was told by the Deputy COSL on October 4, 2017, when he enquired into the circumstances under which the letter of consent to enter upon the land was issued to Dulalchan.

The letter of consent was signed by Deputy COSL Bhanmati Seecharan, acting on the instructions of COSL Paula Drakes.
