How not to pick a top cop and chief justice*


It was an odd time to go. Jamaica's police commissioner George Quallo gave notice to leave his job two weeks ago, just a week after police and army were mobilised for a state of emergency in Montego Bay.

He was in office less than ten months. On Thursday last week, his deputy for strategic operations Clifford Blake took over as acting commissioner.
