A new witness has come forward at the Commission of Enquiry into UDeCOTT and the construction sector even as lawyers began giving their closing speeches.
Carl Khan, who resides in Freeport, appeared before the Enquiry yesterday without any warning to any of the parties involved in the proceedings.
He appeared in the hearing room and Commission Chairman John Uff interrupted the closing submission of Gilbert Peterson, SC, who is representing Diego Martin West MP Dr Keith Rowley in the Enquiry, to allow the witness to swear that his written submissions to the Enquiry are true.
The Express understands that Khan will testify before the Enquiry with regard to a claim made in the Parliament on May 23, by then-Opposition chief whip Ramesh Lawrence Maharaj who charged that the relatives of UDeCOTT executive chairman Calder Hart were the directors and shareholders of CH Development Ltd, which received the $368 million award for the Ministry of Legal Affairs Tower project,
Maharaj had claimed in the Parliament the two men, Lee Hup Ming, who is Hart’s wife’s brother, and Mg Chin Poh, who is Hart’s wife’s sister’s husband-claimed to be civil engineers on the bid forms.
Khan submitted two written statements to the enquiry last Friday and Uff summoned him to give evidence after he wrote a confidential e-mail to the Commission that same day.
’Mr Khan, would you make yourself available for further questions to be put in due course? We will notify you of it. Would you not speak to anyone about this matter until you are asked to come back to give further evidence?’ Uff said.
