Fugitive cop dismissed from Service


FUGITIVE cop, Anan Ramcharan, who has been on the run from the law for more than two years, was officially dismissed from the Police Service yesterday.

This was revealed in a notice placed in the newspaper by the Service Commissions Department yesterday.

’Police Service Commission has dismissed No. 13254 Police Constable Anan Ramcharan... with effect from the date of publication of this notice from the Police Service’, the notice stated.

Ramcharan was dismissed from the Police Service after he was found guilty of the offence of ’conspiracy to kidnap’ and sentenced to 15 years imprisonment with hard labour, the notice said.

Ramcharan and four other men, including another police officer, were convicted of kidnapping and falsely imprisoning Rishi Permanand, the son of deceased former Magistrate Owad Permanand, on December 17, 2002.

However, on December 1, 2006, when Justice Herbert Volney convicted the five men for their role in Permanand’s kidnapping, Ramcharan vanished without a trace. At that time, Ramcharan’s attorney, Rangee Dolsingh, SC, now deceased, claimed Ramcharan was hospitalised ’on the verge of a stroke’.

Ramcharan has not been seen since and warrants have been ordered for his arrest. He was both convicted and sentenced in absentia.

On December 17, 2002, Permanand, who was 31 at the time, was snatched in San Rafael and an $850,000 ransom was demanded for his safe return. However, two days later, Permanand, the nephew-in-law of retired Appeal Court Judge Jean Permanand, was released from a shack in a forested area in Coryal, East Trinidad. No ransom was paid for his release.

On December 19 last year, a newspaper advertisement called on Ramcharan to submit a reason why he should not be dismissed from the Police Service. There was no reply to that advertisement and Ramcharan was yesterday officially dismissed.
