'No English, but has gun licence'

PORT OF SPAIN Magistrate Avason Quinlan yesterday questioned how a non-English-speaking person could be issued a firearm licence written in English.

The question came up after Jun Lan Chen appeared before Quinlan charged with possession of three rounds of ammunition. Chen, who was charged by way of summons, told the court that she could hardly read or write English.

’How could an English licence be issued to someone who cannot speak the language?’ Quinlan queried.

Chen, of Joannie Avenue, Hillsborough, Maraval, was charged with the offence after she went to the Maraval Police Station on October 21 last year to renew her permit, which was issued in 1998. Chen, who is allowed to have 25 rounds of ammunition, had three extra rounds.

Chen raised suspicion when she told the police that she could not speak or write English and she was out of the country for two years, thus preventing her from renewing her permit in 2007. According to law, gun owners must renew their permit every year.

Chen, the proprietor of a casino in Woodbrook, was represented by Wesmen James and will reappear in court today.

And Casino license too, presumably, which she cannot read. Do check her immigration papers, she might be here illegally also. I wonder how much both of them cost. No wonder poor people are losing faith in any kind of government. The Fraud squad needs to backtrack and see who signed her Casino license, as well as the gun license.Thus do greedy officials bring corruption into the country, and then rant and rave about the young men in Laventille and other crime hotspots who have no respect for the law. This requires further investigation. ,including the bank acount of the issuing official/s.Patriot

I think she is over qualified to be allowed to have a permit to own a weapon. She owns a Casino; she is probably providing employment for local citizens. Her business or home probably will be eventually targeted by low life and bandits. They kidnap people like her in Trinidad. Sometimes their bodies are never found. That weapon could probably one day be used to save her life, or perhaps the life of an employee. Stop making everything technical and start using common Sense. If she was not residing in the Country how could she re-register the Fire Arm.? The person/persons that issued her the weapon is the one at fault if her English is not up to par. Allow her to take some crash course to get her English up to standard. If you were to finger print her and do a tracing you will probably find that she is a good Citizen whenever she is residing in this Country. I am sure the bad elements reading this story love you Judge. By the way I am now Retired and live on the economy here in Germany, I have a command of the German language but I am not fluent, despite this handicap I have three registered fire arms as a member of a German shooting club. Like her, I never use my weapon for anything except what I have them for, to learn to shoot good. Stop being Tunnel Visioned in your method of handling the People's business. If I was in Trinidad and I had a choice, I would sleep more comfortable at night knowing that this lady had ten extra rounds of ammunition. The bandits have no quota on how many they have in their possession. Last but not least Judge, what are you doing to speed up the Law to enact the Breath Analyzer testing needed so desperately to stop the mayhem on the roads? Good day!! Lloyd C. who needs to be able to read the license? the license holder, or the authorities. If it was written in her native tongue, our local authorities could recognise it as a gun license? waste of time, ink, and news.

Oh well, here we go again ! Regular law abiding businessmen and women born and bred in T&T cannot get carry permits, but now we are issuing to non english speaking folks. Just remember, bullets have no language........they normally speak "critical injuries" or in most cases "DEATH".

And we wonder why we are in such chaos in this country. Business people cannot get a gun licence to protect their business and themselves, and they are bull's eye target for criminals. But this woman who claims that english is foreign to her, owns a casino, no less, is able to get her hands on one 'legally' mind you. Follow the trail - find out who took a bribe - and did the dirty work - its not a difficult task. Did our Mr. Manning not speak out against gambling, casinos in particular, and his plans to make them extinct in this country? What happened - memory loss? We have an abundance of local business people engaged in the casino activity, so why are we bringing in foreigners to exacerbate the problem. Something is very, very wrong here. A chinese woman gains entry into my country - cannot speak english - opens up a casino - gets a gun licence, under questionable circumstances - brings in chinese nationals to work in her casino .... What's the matter with our locals - do they have the swine flu or something. There are a number of serious issues in this matter ... Come on gov't of the people, enlighten us.

I mean because you have a business means you should have a gun? Most times when the place is being robbed, its the employees who losing their possesion for minimum wage and in some cases their lives. If because you have a business, you need a gun then I as an employee need the gun more because you're more valuable so they can always ransom you and free you in a field. What is a grocery worker worth? Not much to a bandit but she is blocking the money so her life is at risk more. Must have some criteria in obtaining a gun licence and not soley based on wealth
