Nine charges
Corporal with exhibits at home on $.72m bail

The police officer in whose home a quantity of courtroom exhibits were allegedly found has been granted $720,000 bail by a Justice of the Peace.

Ag Cpl Andre Barrow was granted bail while at the Arouca Police Station yesterday morning.

Sources said Barrow, of Tacarigua, was re-arrested at his home yesterday and has approximately 16 years service.

Barrow was once attached to the St Joseph Police Station and Western Division CID, and has been on continuous sick leave for the past two months.

The officer was charged in the presence of acting Commissioner of Police James Philbert and head of the Criminal Intelligence Unit (CIU), acting ASP John Martinez. He is expected to appear before an Arima magistrate today to officially answer nine charges which have been slapped against him.

The charges stem from an alleged August 13 find which CIU officers made at his Tacarigua home and include misbehaviour in public office.

Because of the quantum of two exhibits, Barrow was granted $150,000 bail for two of the charges, while the remaining seven charges carry bail in the amount of $60,000 each. Sources say Barrow was unable to secure bail last evening and as a result spent the night in custody. His attorney will be applying to have the amount reduced when the matter comes up for hearing today.

A quantity of narcotics used in previous cases dating back to 2004, which were completed, ordered destroyed by various Magistrates and still stored in evidence bags and labelled accordingly, were allegedly found at Barrow’s home. The officer was arrested on August 13, but subsequently released the following day. At the time, Philbert told the media that investigations were ongoing in the matter.

Police Officers involved in unbecoming behaviour brings disrepute to the professionals who are putting their lives on the line every day to Serve and Protect the citizens of this country. We have no choice, but to weed out the culprits, and let the law takes its course in dealing with them, and make our Police Department one we can be proud of. We have to speak up when we are witness to wrong-doing and stop turning a blind eye. To the police officers who have kept silent, for so long, its time to take a turn around. The problem will not just disappear, it will only fester and grow. This is not good.

Excellent work by the few good men in gray. Let's weed out the rogue and corrupt elements of the police service. I hope this is the beginning of the end for those officers who feel that they are immune to the law. Restore law and order to the TTPS, then they can protect and serve us.

No Accountability Posted: 2009-09-07 08:06:00 AM
A foolish police force that cannot develop and implement systems to ensure accountability and destructions of evidence. Now I know why most grocery baggers in NYC are former police fro T&T
