Rowley tears into tax
'I'm mad as hell'

The anger of Diego Martin West MP Dr Keith Rowley filled the Parliament Chamber yesterday as he slammed a move to increase property taxes, saying the people of this country are now being forced to pay for Government’s squaundermania which he tried in vain to prevent but was stopped by Prime Minister Patrick Manning.

Referring to the proposed three per cent property tax, Rowley charged:

’I tell you one thing, I am mad as hell about this. You know why?...Because I tried to prevent it...When I tried to prevent this I had my character called into question in this House and asked to account for money that was never missing. And that was done by the head of the Government, my Government. Mr Speaker, I have made no bones about the fact that I am PNM and I will remain PNM...I have no where to go.’

Last year, during the budget debate Rowley had raised concern publicly about the practices of UDeCOTT under the chairmanship of Calder Hart.

Manning, in response, said there was some $10 million missing from the Cleaver Heights housing project, and questioned the former Housing Minister where the money gone.

Rowley was fired from the Cabinet, in April last year, after he raised similar queries about another UDeCOTT project.

’We have to digest that in the context that the money done. We are now talking about raising revenue by taxation, churup, churup, household by household. Land and building taxes, cigarette taxes, rum taxes as revenue-raising measures,’ said Rowley.

Noting that pensioners who own property in Diego Martin and Woodbrook and people who are striving to make ends meet will have to pay increased taxes, Rowley roared, ’We are now called upon to pay from our pockets for the fun and games that was had by others.’

Rowley, speaking on the ongoing budget debate at the Parliament, outlined a number of million and billion- dollar mega projects which were exorbitantly over budget.

He said he knows what were the problems at UDeCOTT but questioned what were the problems at State- owned Petrotrin where projects were draining financial resources.

Quoting from budget documents, Rowley pointed out that a programme of projects at this company increased from $3.3 billion to $9.3 billion.

Rowley further revealed how Government wasted money to the tune of some $100 million in the Legal Affairs Tower and Chancery Lane projects.

He said a $368 million contract was given to a contractor even through another contractor bid $60 million less.

During the Uff Commission of Enquiry it was revealed that this same contractor allegedly had family ties to UDeCOTT chairman.

Rowley added that the contractor who was rejected in the Legal Affairs Tower project was awarded the Chancery Lane project, where he bid $45 million more than others. He said this project is now $181 million more than the original estimate of $477 million.

Rowley also noted the expenditure at the Academy for Performing Arts in Port of Spain was over-budged. He said Manning misled the House when he said the project cost some US$60 million.

He said this ’galvanise mausoleum’, according to documents submitted in the Uff enquiry, cost $441 million with a projected completion of $468 million.

Asserting that silence was not an option for him, he thundered, ’I can tell you without fear of contradiction every statement about these projects being within budget and within time, every one is a wrong statement.’

Rowley stressed the need for Government to review its priorities and put the needs of the people first. He said in his own constituency people are without water, schools and a sporting centre that has long been promised.

’It is my view because of the general circumstances, international and local, 2010 will be a difficult year for the people of Trinidad and Tobago. It will be a difficult year for the Government...I don’t think we should be fooling ourselves. We are not alone on this planet we are in difficult times but before you can agree to take medicine you have to agree that you are sick and if you keep saying that I am not sick then you won’t take the medicine that is required,’ said Rowley.

Mr. Rowley, I knew that you would not sit silent and 'see no evil, hear no evil and say no evil' against this administration, while our people are being 'fleeced' by this Prime Minister to support his 'addiction'. You tell us "I am mad as hell about this', but listen to us, Mr. Rowley, r, 'we the people are mad as hell and will not take it lying down.' The barn door has been slammed shut! Mr. Rowley, we believe that you are in politics to serve your people, unlike Mr. Manning and his 'inner circle' many of whom are there to serve themselves at the expense of the innocent people of this country.

Ironically, I believe that our property taxes are currently on the low side. However, if at this stage of our development, and considering all the money that has been spent, the services provided by the state leave much to be desired, so what exactly will we be paying more money for. We live in a country where if you do not have a water tank you will be in trouble for water, our personal security is at an all time low, our appliances are constantly damaged by low voltage and spikes in the electricity system, anybody that can afford it does not go near to a state hospital, I could go on and on. Bottom line, I am also MAD at the proposed additional taxation, the population needs this money to provide for themselves what the state is unable to.

SMALL-MINDED BUDGET BY BIG-WIGS:Boy,we are so brillant.Fine the poor ignorant man,who cannot afford an attorney and take his money.The rich people found speeding and violating other traffic laws,would just hire a good attorney,or the Magistrate may even know his(high society)name and he is on easy street.It's the poor foolish person,who thinks he has to violate the law to survive,will be fattening the Gov'ts purse.The sad part is these are the same people who accept a red T-shirt to attend Party Meetings,for fear of losing their 10 days,or small contract,with the said Gov't/Madame,why not fine Ministers who are not productive,or who are malingerers.When people stop smoking,would you tax ice-cream.The troubling scenerio here too,is most Govt't Ministers drink alcohol,but they do not have to pay for it.Poor Peasants.Please try planting food to keep prices down.My title for this budget is"Only the strong/powerful citizens will survive Budget".Cut some Ministers perks,for two years.Aubert Modeste

Bro Keith you kinah late,but you have to take another position you cannot remain in the PNM and expouse a diffrent value system that is far removed from the that organisation. However i do admire your position at this time,but if this is the wake up call for you, Tobago and Trinidad is expecting you to follow the great ANR Robinson and leave that shameless organisation called the pnm.

The PNM government stop short of shooting you to deth you who own a home,instead they are inflicting injuries for youall to suffer. The people who falls under this legislation will have to stand up againt it,not only them but those who are renting as well,because the fees will be passed down to tenants.The whole country will have to pay because it dont stop there.

Ladies and gentlemen, In the haste to make Trinidad and Tobago a 'Developed Nation' by 2020, the everyday needs of its common citizens have been severely neglected. I think Dr. Rowley has the right to be mad about tax increases in these tough economic times. What about our heritage and Stabilization Fund, has the Government already tapped into that, or is it already gone?? Manning and his megalomanic ideas have brought this Country to its knees. He has systematically removed anyone who opposes him in the Party and decimated any hopes of an opposition by having Panday dragged through Integrity courts. Maybe the property tax increase should be filtered in slowly since the people of Trinidad and Tobago are not accustomed to paying property taxes in proportion to the value of their property, but to propose that no tax increase be instituted is reckless. Where else in the world can people own a $3 million dollar house and pay less than $500.00 in taxes? Where? The revenues of this country cannot all come from the oil and gas sector. I live in Long Island and my house is only worth $400,000 and my property taxes is over $7,000 annually. And we have to pay it. Trinidadians are so used to the government paying for everything that the thought of having to pay taxes on their million dollar houses is unthinkable. Free education, free health care, free bus passes for seniors, and nobody wants to pay. Not even big time money earners like Rowley. They have cars and suvs that cost over $250,000 and the husband has one and the wife has one. Everybody living on borrowed money and showing off, but they don't want to pay no taxes. How is the country going to survive. The world is weaning itself off of oil and gas, so soon, the country won't have as much revenue coming in from these sectors. TOO MUCH FREE TING. THAT'S THE PROBLEM.

As I read the strongly worded arguement of our dear Rowley I saw not the false promises or veiled political trickery of the PNM. What I saw instead was a minister whose heart and moral obligation was for the people of the country.Excellence was the only word I could think of when I read this article. Mr. Rowley is definetly a man of the soil and more MP's need to follow suit of this remarkable man who views the governing of this country not as competition of political parties but on basis of truth and progress of the people of the country, regardless of which Political party he represents.

Even though I am not a supporter of the PNM I strongly agree of what Mr. Keith Rowley is saying, I too have alot of fear for the year 2010, It is definitely going to be a difficult year. We have upon us a Government that is full of criminals, that is why our country is no. 1 on the list of high crime rate. Only God could help us now.

My hat is off to you, Mr. Rowley. Unfortunately, TnT's fate is already cast in concrete because ALL of the people of your country are responsible for the absolute mess that this nation is in. EVERY citizen bears some measure of responsibility because of the reckless and irresponsible way that you live your daily lives. This so called PNM 'government' is merely a reflection of who you are as a people. Your future as a country seems to be very bleak indeed. Fortunately for me, I can afford to heat my home with natural gas this winter. Thanks.

Keith you know the oligarchy do not care about the ordinary citizens. They have increase taxes on the poor every year this administration has been in office. That will not change, now they are increasing land tax. Land tax money in other nations are used strictly for improving road, sewer and drainage. I don't see the government doing any of that especially in the rural areas. The potholes grow bigger each day and everybody have to buy a boat because of flooding.

"I am mad as hell too" It seem as though the Government is biting the hands that feed them and unless the citizens do not push the same head to put a stop to what I call an Advantageous Government, the stupidness will continue. I am ashame to say that we put them their; but we have to stand firm to put a stop to these kind of nonsense. We put them before and we have a way for them not to go back there. God have mercy on the souls of all those involve in careless spending and now bleeding us to fill the enormous hole they dug. Thanks Mr. Rowley for clarifying the figures for us. The country is just as mad as you are Mr. Rowley and we support you. I don't know why the Prime Minister seem to behave as though he just don't have feelings for anyone. A good leader always thinks about the people who put them there. But he seem heartless and playing games with people's lives. Mr. Manning has mess up and someone has to let you know. Just imagine, I own a peace of land that i cannot get too because of the road. I work for $3,200.00 per month and pays a rent of $2,200.00 a month. I hardly have money for food, and to get to an from work. Come the #&%$%^%$% on, food mortgage, rent, health care, everything is high. Now everyone can have maids and makeup artist and planes like these Ministers but they do not care about their citizens. We are just like roaches existing in a country
