Manning defends UDeCOTT, tells of 12 years of bullying by minister

Describing his Member of Parliament for Diego Martin West Dr Keith Rowley as ’a raging bull’ when he is opposed, Prime Minister Patrick Manning told the Parliament yesterday that he suffered 12 years of Rowley’s ’bullying’ in silence.

Manning’s powerful counter-attack was the culmination of unusually strong interventions by successive People’s National Movement ministers, directed primarily at its own-Diego Martin West MP Rowley, in this and previous debates, had been systematically taking aim at the PNM Government and its leader.

Seeking to draw a parallel with Tabaquite MP Ramesh Lawrence Maharaj’s undermining and eventual bringing down of the Basdeo Panday Government of 2001, Manning likened Rowley’s attack to Maharaj, whom he labelled a ’destroyer of governments’. Rowley, Manning alleged, was now joining the RamJackG faction.

During his contribution to the debate on the Validation and Immunity Bill in the House of Representatives at the Red House, Port of Spain, Manning said he saw the ’tag-team relationship between the member for Diego Martin West and the Member for Tabaquite (Maharaj)’. Manning said this method, ’which is not unfamiliar to me’, was used to bring down a government in 2001. And, Manning admitted, he (Manning) was part of it then.

’So when I see it, I recognise the hand of the man I describe as ’El Capo dei Capi’. And I will now advise this Parliament what you thought was RamJackG is now RamJackG and Rowley.’

’Oooooooooh!’ was the collective cries from MPs on both sides.

Asked by the Speaker to translate, Manning said ’El Capo dei Capi’ was a mafia term which meant ’the boss of all bosses’.

Rowley asked the prime minister to give way, and he did.

’I want to thank the prime minister very sincerely for being so gracious... But I would just like to ask him the name of the brand that he was drinking, so that I could avoid it,’ Rowley said, drawing loud guffaws from members of Opposition.

Manning, without missing a beat, swiftly responded: ’Mr Speaker, the brand from which I was drinking was the Holy Bible.’

’Now that is blasphemous!’ Rowley declared as if he, too, was expecting the rejoinder.

But Manning again shot back: ’Yuh believe you are a God? Yuh not God, yuh know.’

’If I appear to be drunk, I am drunk on God and love,’ the prime minister said.

Manning recalled when the PNM was preparing its candidates for the last general election, it discussed Corinthians, chapter 13, which speaks of the power of love, and the only candidate absent from that session was Rowley.

’Since he didn’t hear it then, I want him to hear it now...’If I could speak all the languages of earth and of the angels but didn’t love others, all I would be is a noisy gong or a clanging symbol.’ How did my friend (Rowley) sound on Monday? Noisy gong, clanging symbol?’ Manning asked rhetorically.

Manning said he had endured 12 years of Rowley’s antagonism and lack of control. Saying that in his Government, freedom of speech was a given, the prime minister stated: ’But the minute you oppose my good friend, he gets very, very angry. And if you oppose him strongly, he becomes a raging bull.

’And that is what it was, Mr Speaker. You don’t know the trouble I have seen. I have had to live with that for 12 years. I took it in silence...I didn’t complain to anybody... But last year I had enough of it,’ he said.

Rowley was fired from the Cabinet last April.

Manning said he did not want his new ministers to come into a situation where ’an experienced member was behaving like that...and (for them) to get an impression that that was the norm in the People’s National Movement. And when he cannot have his way, his method is to bully you. That is what I fought against. That is why his employment was terminated’.

’Mr Speaker, we do not tolerate bullying in the secondary school system. And we not tolerating bullying in the Cabinet. And if the member for Diego Martin West wishes a Cabinet in which bullying is the order of the day, he is going to have to form that Cabinet himself. It ain’t goin to happen in this one. We not tolerating it!’ Manning declared to loud desk-thumping support.

Manning presented to the House a picture taken of Rowley on Monday ’in full flight’ and said when he examined the picture, ’I see hate, bitterness, acrimony, animosity and, Mr Speaker, I see a man completely out of control.’

Manning said Rowley appeared to be able to control himself until 1996.

’From 1996 onwards, I noticed an unbridled attitude,’ he said.

The leadership campaign in the PNM was in November 1996.

The prime minister said he did not know if Rowley realised that his hatred was impairing his judgment. On the CH Development issue, Manning read two Urban Development Corporation of Trinidad and Tobago (UDeCOTT) press releases, which stated that Calder Hart and his wife denied any interest or involvement in CH Development (the company awarded the $367 million contract) or that any member of their family was involved in the award of the contract for the construction of the Ministry of Legal Affairs Towers.

’Look it here,’ Manning said, holding up the newspaper report.

Noting that the Opposition and Rowley ignored these denials and were insisting there was a relationship between Hart and CH Development, Manning said: ’The source of the information that has led to all of this is the former husband of Mr Hart’s wife (Carl Khan).’

’They prefer to rely on the evidence of a jilted lover,’ he said, causing an uproar.

The prime minister said the divorce proceedings in the court between Sherrine Hart and her former husband were so acrimonious that they remain sealed until today.

’It was so violent,’ Imbert chimed in.

’And yet, it is on the say-so of that individual that they choose to hang their case,’ the PM said.

Manning had a theory about the attacks on UDeCOTT.

’It is not really Calder Hart and UDeCOTT. They want the prime minister and the Government of Trinidad and Tobago. That is what they after. And they cannot understand how we ain’t fall yet. And let me tell you, we shall not fall.’

The bill was eventually passed with unanimous support.

So why is the Prime Minister using the Holy Bible in this confounded argument? Is the Bible the all and end all of everything in parliament. How about using the Koran or the Gita once in a while. This situation reeks of segregation and the usual "Christian" domination and oppression of the people. Mr. Manning should be better informed that among all the religions in the world Christianity is the one most divided and fragmented. it is the one that has shed the most blood so far. There are over 3000 Christian sects in the world. Christianity has been used again again as a weapon against the people...do as I say but don't do as I do. What love is Mr. Manning talking about? Is it his love for tomfoolery, megalomania, rose gardens, inflated budgets and maximum oppression of the peoples of Trinidad and Tobago? I am sorry for you Mr. Manning but The Right Honourable Dr. Keith Rowley is correct! He is the right one not you. he is aiming straight and the target is none else but you...he will rule the PNM, just wait and see. You are a sidewinder trying to break "bread" in the House. Low power moves like that does not work, for there are intelligent people looking on and listening. Keep up the good work Keith. I&I who love TT Parliament

I find the Prime Minister to be very ungrateful. Keith Rowley worked hard for the greater good and survival of the party, and after using him for his skill and ability ti get things done, and deliver the last General Elections to the PNM by building houses all over the country; this is his reward from an ungrateful Prime Minister. No man is perfect, neither you Mr. Prime Minister nor Mr. Rowley, but you don't be ungrateful ever. You said you had to endue 12 years of Mr. rowley, but if it weren't for him you would not have been prime Minister today, if it were not for your former Minister of Trade and Industry, your former junior Minister of National Security and former Minister of Housing. Tell me, all three of these loyal PNM members are bullies? I don't bye it one bit. The only bully is you Mr. Prime Minister, and if you feel that the people love you and your present Government so much I dare you to call General Elections. If you are such a loving, caring, God fearing and righteous man, call General Elections now, and we will show you how much of Calder Hart, criminal bullies and poor health care bullying WE the citizens have been tired of putting up with for years. Mr. Prime Minister you have no shame and we promise you we will teach you a lesson next elections.

Mr. Manning, you are the one who think you are God. Why don't you leave out the Bible, not that I agree with the first comment. That first commenter should know the Bible better. It's is written in English. And Mr. Manning, you are the one who shows the hate in your face not Mr. Rowley. If you are drunk with love and God, you will show that love but all the pple can see is hate. You are proud to all your selfishness. Mr. Rowley is letting the cat out of the bag so you are now fidgety about everything. Let all the court proceedings take it's course without barring anything. Address all the crimes in the country and stop wasting taxpayers money!!

Mr Manning seems to be unaware or oblivious of what is taking place in this country. He is like a puppet, now the question is "Who is pulling the strings?". Why is the PNM defending Mr C. Hart? Mr Rowely has decided to start washing the PNM's dirty linnen in public and they want to shut him up. I am just waiting to see what will come of this as is usuall with the PNM, they will just sweep this under the rug and continue to bury their heads in the sand. '

Anyone watching Dr Rowley recently could have seen the fall clearly, so Mr Manning you are clearly scared. So Dr Rowley is in league with Mr Ramesh Lawrence Maharaj or Ramjack,now? This sounds like a Panday shot, but only Mr Panday could bring that off. Is this the same Ramesh Lawrence Maharaj that you were embracing some years ago when he was attacking the UNC? Remember, just remember, he was attacking corruption. He was nice then, hummmmmmm. Politics really has a morality of its own, it seems.

Mr. Manning talks about drinking from the Holy Bible but then consults his prophetess with the other. The Bible says that we will know false preachers by their fruits. So i guess we will know good leaders by their fruit too! Arrogance is not of God and when you fall, you fall HARD!

Are our people incompetent, studip, ignorant that they do not know how to apply there skill and experience. Send Calder Hart home where he was born. We don't need another MASTER. I'm also a Trini living abroad who could not find work home. Even tried on my last visit in late 07'. Yet, read about all those foreigners given contracts and employment. As they say, history repeats itself, let Manning continue, and the environment we had in April, 70, will emerge again.

I am really appalled and in disbelief that the parliment has been reduced to the airing " arguments and vendettas" of two inividuals. Our country has so many serious issues like crime, poverty, escalating food prices, H1N1 out breaks among primary schools. Let us assume responsibility and get on with doing the work that is critical to the development and progress of our twin island Trinidad and Tobago.

It is written "forgive us as we forgive those who trespass against us." St Matthews Gospel and again "whatsoever you will like men to do unto you you do likewise to them." Those who quote the bible are also compelled to obey the bible. I feel a sense of freedom come over me that I did not stain my finger for that man or the PNM for that matter. I feel also vindicated that I could have seen and anticipate the future under the PNM.

Manning uses the Bible as a weapon to try and silence others and their viewpoints. He knows that if he ever took seriously even the fact of the Bible’s frequent ambiguity, he would never be able to say with ringing certitude, "The Bible says..." Careful study shows that it is not so simple a matter what the Bible says. Sometimes it says more than one thing per topic! He wants to be able to teach like Jesus, "with authority, and not as the scribes." But he should wake up and smell the coffee 'cause he is not the Son of God. Like some, he could masquerade as a scribe, and the better a scribe knows his text, the more hesitatant he will be to pontificate from it. He is afraid. Afraid of having to use his own wits to decide what is the right thing to do,for himself and for the country. He is afraid to believe that as PM is a disaster, a total failure. He would like to think he has a supernatural answer book. He cannot blame the UNC 'cause they have long lost the mantle of government. Only the arrogant, despot Manning contends that he is the "father of the nation" with a divine right to rule. The almost complete breakdown of law and order in the country is evidence that the only God with him is at one, is the god with TWO HORNS.

Dr Rowley march on UDeCOTT and Calder Hart is not about bringing down the PNM as it is all about showing up the inefficiency by the Government when it comes to UDeCOTT..Mr Manning is a terrible stand-up comedian and i will hate to believe that the people of Trinidad and Tobago will fall for Mr Manning's claim.....Mr Manning who incorrectly accused Dr Rowley of misplacement of a certain sum of cash, have swung his accusation in another direction, and as i watch from outside Dr Keith Rowley have collared the goodly Prime Minister who have finally began swinging like an amatuer boxer with no coordination...Dr Rowley is a very clever politician, and he is outfoxing the goodly Prime Minister.... Why should Dr Rowley agree with the status quo who is taking taxpayers money, and squandering loads of cash on questionable projects...I assume that Dr Rowley have a constituency to represent and he has to report to the same constituency, and when I write about constituency i am referring to citizens of Trinidad and Tobago who are taxpayers.....A majority of people in Trinidad and Tobago need answers and have questions about the behaviour of UDeCOTT and Mr Calder Hart, and Mr Manning is intent on turning a blind eye when it comes to UDeCOTT...WHY????

I am at a loss for words, I think Mr. Manning needs to move from his palace in St. Anns to the sanitarium in St. Anns... I didn't think he could scrape the barrel any more but once again he surprised me, Dr. Rowley should consider taking him to court and perhaps committing him in the process, the man has obviously lost it...

Well yes Lord that is Bacchanal in Parliament.Poor Patrick for twelve years this man has been bullied and abused (I wonder if its physical as well as mental abuse, he didn't say) by Dr Rowley and he didn't breathe a word.If that's the case, then our Prime Minister is a push-over because he is saying that he would put up with the people working for him doing wrong without reprimanding them:well not until others in the Cabinet (or was it Calder Hart?) accuse them of wajank behavior. Can somebody tell me if Sherrine and Mr Khan's bitter divorce Court proceedings are sealed, why and how how does Colm Imbert know that the divorce was "so violent". Mr Manning said he took the abuse in silence for twelve years but in his speech he refers to Dr Rowley as his good friend who is a raging bull when he gets angry. You know a picture tells a million words and in my opinion when you look at Dr Rowley's pictures that man always seems cool and confident. Somebody is lying.Who's behavior proves to be bullying and wajank-like? Who's acting like a raging bull? Do my eyes deceive me? Hmmh?
