Govt will seek to recover $.5m for damaged bridge


Government will be seeking to recover $500,000-the estimated cost of repairing the Bailey Bridge damaged yesterday at Macoya-from the owner of the truck which did the damage.

Works Imbert Colm Imbert said yesterday that the owner of the truck ’in law’ was liable. He said he had already received an estimate for repairs to the bridge of $500,000.

’And we will be moving to recover it from the owner,’ he said.

He said it was regrettable that three people lost their lives.

A truck collided with the bridge at 1 a.m. yesterday, forcing the ministry to take the bridge out of service in order to conduct repairs.

Speaking at yesterday’s post-Cabinet news conference at the Diplomatic Centre in St Ann’s, Imbert said the bridge was well lit and there was proper signage when the accident occurred.

’It is the belief of those who have examined this accident that the truck was driving at an excessive speed,’ he said.

The ministry’s team conducting repairs was expected to complete their task by midnight and if all went well, the bridge should be back in service by then, Imbert said.

The Minister, however, stressed that a new bridge-a reinforced concrete bridge up to international standards, with a pedestrian walkway - was currently being constructed at that location. And that bridge is almost complete, he said, revealing that December 10 was the target date for its opening, ’by which time the Bailey Bridge would be removed and there should be free flow of traffic on the Churchill- Roosevelt Highway’.

On the damage to the Bailey Bridge at Balandra, Imbert said Government was currently assessing the cost, which would be very expensive.

’It has cost us millions of dollars to repair the bridge,’ he said.

Everyday I pass there. We citizens don't obey the traffic laws. There a two large signs saying "No overtaking", yet still we overtake. The others signs say "Bailey Bridge Ahead Reduce Speed" and yet still we speed. It was only a matter of time before this happened and will happen again.

The damage of yet another Bailey Bridge is referred to as EXPENSIVE and seems to irritate Mr. Imbert. WHO CARES!!!!! Proper initial infrastructure (rather than irresponsible Gov't spending and violation of the Treasury)should have been put in place a LONG time ago. Men died in the worst way on the highway used by thousands daily. However, more flags will be bought to build patriotism and citizenship. Something is wrong here. To the families in mourning..... my deepest sympathy.

It is so sad to see a Government is willing to recover $ 0.5 Million from what is obviously an accident, even if the driver was driving in excess of the speed limit, but could justify :- (1) the spending of $2 Million on a flag, (2) construction of a $ 10 Million dollar stage, (3) allow a body to spend millions without accountability

I agree with your plan for the flag. Because this Minister is just awful to speak of whose liability it is today of all days, when the families of driver and two others are grieving and are without their head of household. This minister and his "let them eat cake" mentality continues to illustrates his injustice to the citizens. Yet, there is that flag for $2mm at a stadium which another minister says is a mistake, and that $10mm "outdoor" performing arts center/concert hall at the PM's official residence. I do hope it rains barrel-a-drop at every performance. These ministers are the worst! Capitol Hill/W.DC

This is an insurance coverage issue that requires a police investigation of the truck and the scene to determine who was in error at 1:00 a.m.---the time reported as the time of the accident. A wise Minister would not be uttering this ignorance of process and procedure at this time to the citizens. But T&T lacks wise ministers in government. Capitol Hill/W.DC

I hope the Government recover money from every single driver and vehicle owner which has done from a light pole to bridges. It is unfortunate that 3 lives were lost in a most tragic manner and all that Mr. Imbert can think about is money. I would like to know if it was the relative of a government official who had owned the vehicle if they would have had to pay?

The Minister ought to have declined comment since this accident is being investigated. His comments seem to suggest that the investigations are completed and legal responsibilities assigned to the owner of the vehicle.

This is the most heartless thing that the government can ever do. There has been so much waste in government and no one is trying to recoup that money, so why do they want to do it to these families. So much money was wasted at that airport, and they have not once tried to get their money back from the people responsible. These people have been punished enough, and there are young kids involved. Leave these people alone. Shame on you, Manning government. I pray that God will give each of them the strength that they need during this critical time of their lives.

Bridges should be built to withstand that kind of impact. Even if it is damaged, it should not be damaged to that extent. Shows what kind of work was done on that bridge, it was not built properly to start with. It was an accident, and these people should not have to pay for it.

I will like to see this happen for then we could recover the cost for damage parts for our vehicles for poor roads. Remember we pay a 5% tax at gas stations for repairs to roads within a certain radius. Open the flood gates.

This is not new or even worthy of being announced. In a developed country it is a/ standard practise for govt or similar entities to seem recompense, from the insurers of the vehicle that caused damage, and b/ normal that such a transaction happen without a Minister's announcement. Agreed that the wrong should compensate their victims. But no autopsy has been done, no coroners report, no liability determined by a court, no funeral, not even a wake and this is our Gov't. Perhaps citizens should now call back for all the money over the last 47 years wasted in fraud, corruption and mismanagement. Imagine the parents and siblings and spouses of these deceased awaking to this horror. Yet our lame journalists say nothing about this. What an immeasurable shame.

Our Good Minister of transportation wants to charge a dead man for damages to a bridge that was unsafe. Have anyone every notice that one side of the bridge was lower than the other side and more bumpy. If one was not familar with the road they would not know that. How many roads in Trinidad need repairing. If the minister could charge the owner and say that in law for the damages then when the police, army and other people in authority is driving recklessly on the nation roads we should be able to charge them for reckless driving

A Bailey bridge should be a temporary structure however temporary is relative,this is not the first accident to occur as a result of this structure. To want to recover cost from the owner of the vehicle is unbelievable. the ministry of works is responsible for the maintenance of this major Road, to have citizens using this facility for such an extended time would have eventually resulted in this mayhem. Mr Imbert: Funny that you want to collect on this. What about all the other accidents that knock down street lights, guard rails etc. I don't recall hearing that the government collected on this - did I miss that? Forgive me if I did. By the way - how long has that bridge been 'temporary'. I drive a little car and find it scary to drive over that bridge even in the daytime. I think you are heartless and unethical, to discuss this responsibility for damage to the bridge (1) At this time of deep mourning for many families (2) to discuss it publicly instead of privately with the insurance companies or the powers that be. (3)To assume that all conditions were perfect with the bridge and make your assumption about what 'caused' the accident. Why don't you charge the pedestrians for whom you build Flyovers yet they run across the roadway - after all, you have wasted money to build these massive structures that our indisc I am very critical of the drivers and driving in TT - like crime it's out of control. Firstly my condolences to the family of the victims...does this gov't minister have any evidence that would prove these people were speeding...here are three individuals making an honest living and a sacrifice by working at this hour instead of unconstructive behaviour and when something bad happens the govt ready to pull the 'law; card. I personally drive daily on that bridge and an accident can happen there to the most skilled driver, it was an accident...no one knows why it happened but don't point fingers. the bridge is narrow and it is on a highway!! all the money this gov't wasting most recent example $2M for a national flag while people in this country in need of food, shelter and here these people instead of waiting on a govt hand out like most of the people in this country, instead trying to make a living for themselves. come one does the govt really have to 'seek damages' when these victims family are mourning and they have left their dependents to fend for themselves. so the gov't ready to seek this amt of money and then these tree childern are left without a father to bring them up financially.,..that is a slp in their faces as well as the other family members of the other victims.

Levying against the company would be levying against the source of income of family members of the deceased. Another example of a caring, compassionate government! Why doesn't the government attempt to try to recover money from the cost over-runs on the various projects they authorise, the latest being the $2MM flag!? I fully support the punishment of reckless drivers, but does Minister Imbert believe that he can prove beyond a reasonable doubt that the road didn't have oil on it, or the reflectors on the bridge were in good shape or that there wasn't debris on the road that caused the accident (etc. etc. etc.)? Even if we had a working judicial system, this would have been difficult, so why waste everyone's time with speeches filled with meaningless rhetoric? Given the large degree of doubt as to the cause of the accident, my advice to the minister is to leave the mourning families alone and try to see if he could focus on managing cost over-runs that are costing us far more than $500k (eg Brian Lara Stadium).

However the Balandra Baily bridge was damaged how long ago again - and yet no estimate?? Puzzling and disturbing this is to me. Please explain! A flag that costs 2 million. A stage at the prime minister's residence estimated at 10 million. And Colm Imbert stands up after the tragic loss of four hardworking decent citizens of Trinidad and Tobago and the only thing he can think of is to tell the family of the deceased that they have to pay for the bridge where their loved ones died. Every time i think this government can go no lower, they pleasantly surprise me and prove that they have even less class than i thought they had. Maybe next they'll suggest that gunshot victims of criminals pay the police for bullets used to kill the criminals who shot them. Shame on you Colm and associates. Shame...
