Smoke at home
Narace's update on Tobacco Bill...

SMOKERS will only able to enjoy their cigarettes in the comfort of their own home.

This according to Minister of Health Jerry Narace during a press briefing to update the public about the amendment to the 2009 Tobacco Bill at the Ministry’s Park Street head office in Port of Spain yesterday.

’People can smoke in their private residences if they wish to, except when the house is used for the purposes of manufacturing, distribution, or trade,’ he said.

It will, however, still be an offence for any person to smoke or hold a lighted tobacco product in any enclosed public place such as public transportation terminals, workplaces, bars, restaurants, shopping malls, clubs, cinemas, and sports facilities or any enclosed workplace.

When asked why bars were also included as no smoking zones, chairman of the Trinidad and Tobago Cancer Society, George Laquis said ’second hand smoke kills’ and since a lot of people who don’t smoke go to bars, it was simply a matter of protecting them.

Narace said there was no provision to protect children from smoking parents in the home since that clause had to be removed in order to get support for the legislation.

As for prohibiting the sale of individual cigarettes, tobacco products through any self-service means, including the mail, the Internet or automatic vending machines, Narace insisted that it was all ’for the children’.

’Evidence tells us that 90 per cent of persons begin smoking before 20 years of age, thus the probability of initiation after the adolescence age is very low. In essence, if the tobacco companies can’t target them when they are young, you allow them to reach 20, 21 years and not be smokers,’ he said.

The amended bill, which will be debated in the Senate today, also prohibits persons from importing, manufacturing, selling, displaying for sale, distributing or supplying, any sweets, snacks, toys or other non-tobacco items or objects in the form of tobacco products.

But even with this large scale of proposed bans, Narace insisted that all the clauses in the Bill were constitutionally sound.

’The Attorney General has assured us that there is no issue with the constitutionality of the Bill and he will speak to that tomorrow (today),’ he said.

Now, considering that it's isn't a necessity for patrons to visit a bar, as opposed to many other listed locations, it should be left to the decision of the patron, as to whether they wish to go in an environment which allows smoking. This high-handed, self-righteous approach is not what the public wants...but say what, it's one step closer to 1984.

The legislation should also include not being able to smoke in a vehicle or dwelling if children are present. Young children are most vulnerable to second hand smoke.

now you can't smoke at a bar or at a club? what's the sense... I'm not a smoker myself, but not allowing people to smoke at a bar or at a club is nonsense...

as an ex-smoker and someone who works closely with cancer patiens, i welcome this move by the health minister. i am happy to see Trinidad moving with the times...in the U.K. smoking in public places is banned and it is much more pleasant to enjoy recreational facilities. Trini in London

Something is wrong with that logic. Second-hand smoke in the bar kills, but second-hand smoke at home is OK. So you can't kill strangers and acquaintances but it is alright to kill family. No wonder domestic violence is so prevalent at home.

I cannot believe that the regulations are so tight. Breathalyser and now you cannot smoke in a bar. Trinis cannot have no fun no more. What about tourist who wants to smoke in a bar. There should be smoking and non smoking sections. Ray.Fbn

Second hand cigarette smoke is OK for non smokers in the home but it is not good for non smokers in clubs and bars.What about the smoke from garbage and bush fires?

ilive in NEW YORK and smoking is not permitted in bars clubs and public plACES IT IS heartening to see the government copying some good foreign values,because fcr most of time we copy the negative ones. smoking is proved to dangeerous to one,s heath, and causes lung heart cancer,and asthma and many diseases. Banning the sale of single cigarettes to reduce the incidence of young adults smoking is very counter-productive. These persons will now resort to buying a pack of cigarettes. Maybe there should be a age limit to cigarette smoking.

These proposed measures are fully justified firstly because though smokers may or may not have the right to destroy their freedom,wreck their health and kill themseves prematurely, they do not have the right to inflict on others the deadly poisons produced by active and passive smoking.Secondly clean air is as essential for health as clean and nutitious food and drink. This makes A LOT of sense. It's about time Trinidad implemented this law. Owners should make provisions for their patrons that wish to smoke with outdoor designated areas. This is practiced in many countries abroad and it's one step closer to Vision 2020!!!

It is time that Trinidad catches up with the rest of the world... In many big cities and countries, there is absolutely no smoking in any public place. And the effects of this have been tremendous. SO many people that smoke "socially" have given up smoking because of it and their own willpower. People need to wake up and smell the coffee...this is a great thing for Trinidad !!!
