Regional troops arrive to assist with security

Some 300 military personnel and 150 police officers from Caricom are expected to be in Trinidad and Tobago during the period of the Commonwealth Heads of Government Meeting (CHOGM), National Security Minister Martin Joseph said yesterday.

He said the Barbados Coast Guard is also to provide this country with one of its patrol boats-as will Jamaica. The Royal Bahamian Defence Force has already provided 32 people, who arrived on Wednesday.

Seven Colombian divers also came in on Wednesday. He said Barbados police are expected to arrive on Tuesday.

Yesterday, Caricom troops also arrived: 107 from Jamaica; 154 from Guyana and Suriname; 30 from the Belize Police Force and 24 from the St Kitts/Nevis Defence Force.

Joseph said from this country’s international partners, Great Britain HMS Iron Duke was expected in our port on Wednesday and the Canadian warship was expected the same day.

He said Cabinet was apprised of the security arrangements yesterday and he reiterated statements by the Prime Minister that while there would be some inconvenience, these would be minimal. -See Page 3

Let them stay so they can help with the crime situation since the police here seem incapable to handle the situation.

Why are taxpayers money being spent on "Regional troops", as well as other overseas security, when we have 6,500+ Police and we have our Defence Force? What it tells me is that our Police and Defence Force are incompetent; unable to do the job of securing CHOGM. Or is all this just a show?

Maybe since things so bad in TT, we could keep these troops to assist our overworked boys here at home for a while?

We can plan & implement security for foreign dignitaries but when it comes to everyday crime & traffic the police service is ineffective. We'd do for others what we wouldn't do for our own citizens! Where are those hundreds of vehicles that were imported for the last summit?

Under what legal authority,will these Regional troops be operating? Non-Citizens do not have any legal right to bark,or give orders to any citizen,with the threat of arrest.All these actions by this government are illegal.Who will be responsible,if one of these Foreign soldiers,or Police should act unjustifiably against any citizen? Citizens and the "Legal Fraternity" should be asking these questions,before hand.Aubert Modeste

Insightful question about the power non national soldiers and police will have in T&T. The region has a mutual aid agreement that allows police and soldiers from countries that have signed the agreement to assist a fellow member state. Under the agreement those police officers have the power of detention but I am pretty sure they do not have the powers of arrest as I am not sure that has been granted in the agreement. So as it was in the Summit of the Americas they will always be teamed with T&T police officers. No soldier in the region has the power of arrest even within their own country so I doubt they will have it in T&T.
