restored: The clock mounted outside the Industrial Court at the corner of Queen and St Vincent Streets, Port of Spain. ToolsOdd UTT policyAfter 50 years I have just restored the San Fernando City Hall clocks. In addition, the Industrial Court clock, installed in 1997 but silent for 12 years, was restored in June. But after being invited by UTT to tender for restoring the clocks of the John Donaldson Technical Institute, which have not worked for 40 years, I was told UTT's procurement policies debar me from any employment by UTT. A promise since May of a written reply explaining this bizarre UTT policy never materialised. UTT is taxpayer-funded. What makes it different to the San Fernando City Corporation; or to NIPDEC, which manages the maintenance of the Industrial Court building? It's all taxpayers' money.
