Reverse run-off

 According to the Merriam-Webster Dictionary, “corollary” means something that naturally follows or results from another thing.

The run-off legislation is being touted as a corollary to the “right to recall”. However, it precedes the latter event. We vote for someone before we can recall him/her.

Could someone explain how an event that precedes another event is a corollary.
