Set up traffic courts all over the country
The traffic laws should be changed allowing citations instead of charges for minor infractions. A good example of a minor infraction would be burned out lights. (Some months ago I was discussing this same issue with an automotive supply parts owner, and he mentioned that someone could buy a new bulb, install it, and drive a few yards, and it could blow out). Others are leaky or noisy exhausts, tinting issues, and the like.
A citation could be given to the driver of the car to have the offending problem fixed/repaired in 24 to 48 hours, and brought to the station for inspection, at which time, if all is well, the citation is signed by the police officer and a tear-off copy given to the driver.
If the specified deadline passes and the driver does not present the vehicle for inspection at the police station, the citation will become a charge, and is entered into the system.
It is time to allow payment of traffic tickets at any bank, revenue office or police station in any part of the country. I recall my friend from Diego Martin getting a traffic ticket in Valencia on the way to the beach, got to Sangre Grande two days late to pay the ticket, and payment was refused.
They had to journey back to Sangre Grande to face the magistrate in court who, when told of the circumstances, allowed my friend (in company with a policewoman) to go upstairs of the court, and pay the original fine.
