Stopping traffic for cyclists?

We cannot see police patrols, motorcycles or cars on the highways enforcing the law, but every Saturday and Sunday, from about 6 a.m. to 9 a.m., there are two policemen on motorcycles accompanying a group of cyclists from Diego Martin along the highways (Beetham and Churchill Roosevelt), blocking at least two and, on one occasion, all three lanes, backing up traffic and then stopping cars which have the green light at the always-busy Butler C/R junction for these important cyclists to pass.

Does this mean motorists must, like the cyclists, pay a fee to get patrols? I wonder if the Assistant Commissioner in charge of traffic is aware of, and condones, this nonsense. This must stop. We have enough traffic problems and do not need to create more.
