My understanding of Section 34 is as follows. The Government brings a bill to the House of Representatives and after lengthy debate the bill is passed.
The bill then goes to the Senate where there are Government senators, Opposition senators and Independent senators. All honourable people, they vote and yes, they pass the bill.
The bill then goes to the President for the ultimate check and balance and is then, with his blessing, passed into law.
Now that this is achieved, all of a sudden everyone and his tantie like a bolt from the heavens remember that two men, whose cases have been in the papers every week for the last 10 years will benefit from this law, so we have a national uproar, marches etc.
