What was the Prime Minister thinking?

I watched television reports of Nelson Mandela’s memorial service in Johannesburg, South Africa, on Tuesday. His family were all dressed in black mourning clothes, as were the many politicians who attended from all over the world.
Yesterday morning I was reading the Express online—the story, “A plane named Mandela”.
There’s a picture of the Jamaican Prime Minister dressed in black, next to the Guyanese President dressed in black, and next to him there’s the Prime Minister of Trinidad and Tobago dressed in colourful African garb.
All others pictured  in the surrounding seats are dressed appropriately; makes me wonder what Kamla Persad-Bissessar was thinking.
