What's the difference, Mr Warner?

Exactly what is it that giving soldiers the power of arrest is supposed to accomplish? According to Mr Warner the soldiers will still be accompanied by a police officer so how does this differ from the status quo of joint patrols?

Are we expecting soldiers to conduct investigations? To respond to calls to 999? Why should we expect the soldiers to be more effective than the existing police?

Because they have bigger guns?
