'More power for heads of fire, prisons services'

Minister in the Ministry of National Security Subhas Panday is proposing that both the fire and prisons services adopt a legislative framework which would see their commissioners being given powers similar to those of the Commissioner of Police.

Panday made the comment following the promotion of 121 fire officers at the Fire Services Headquarters, Wrightson Road, Port of Spain, yesterday.

He said recent legislation passed allows for the Commissioner of Police to hire, fire and also make decisions as it pertains to the betterment of his service.

Panday said in his opinion, a complete overhaul of the responsibilities should be looked at in keeping with the standards of modernisation. He noted that given these powers, greater responsibility and accountability will be needed.

He also said he believed the fire, police and prisons services should establish a defence service committee to deal with negotiating salaries and other grievances affecting its officers. Panday said if this committee were to be implemented, the need for a Public Service Commission would be eliminated.

Asked about allocations for his Ministry during today's budget, Panday said he wished to remain mum.

Panday said, however, that concerns recently raised by the Prisons Service have been resolved, although the issue of promotions remained lingering. He said National Security Minister Brig John Sandy will soon resume talks to deal with the issue.

Panday said talks are also ongoing with the Police Social and Welfare Association, which is seeking a pay increase for its members.

On the issue of incomplete fire stations and the construction of fire stations throughout the country, Panday said works were halted due to the probe into the Urban Development Corporation of Trinidad and Tobago, but he expects a resumption soon since areas such as Mayaro have been clamoring for a fire station.
