During heavy rainfall, as with any other times of heavy rains, a deluge of water & debris from a layers farm at lamp pole 8, Kowlessur Road, Sangre Chiquito, rushes down drains indiscriminately dug by the farm owner, downhill into the neighbouring lands causing flooding of the entire area around the neighbour's house as well under the entire length & breath of the house distressing the owners of the flooded house undue expenses due to destruction .

I am confused. Isn't the article about residents being distress due heavy rainfall and the inconsiderate chicken farm, why the comment about Central bank.

I am a bit puzzled as to why these three eminently qualified persons at the central bank were not appointed as governor when MrDookeran was removed and instead Mr williams was appointed Maybe Mr Farrel could explain.
